DRAFT ENVIRONMENTAL IMPACT REPORT FOR THE WEST LOS ANGELES COLLEGE FACILITIES MASTER PLAN PROJECT

SITE LOCATION: WEST LOS ANGELES COLLEGE, 9000 OVERLAND AVENUE.

The Los Angeles Community College District and West Los Angeles College are proposing to adopt a Facilities Master Plan to guide campus development through 2022 and to accommodate a projected enrollment of 18,904 students, or 15, 342 full-time equivalent students. The Master Plan would be developed over two phases and would include approximately 340,000 square feet of on campus buildings. Two new parking structures on-site would provide 2,700 new spaces. Phase I would construct approximately 175,000 square feet of new buildings, and remove approximately 14,201 square feet of existing buildings. Phase II would consist of approximately 165,000 square feet of new buildings, and the removal of 52,427 square feet of existing buildings. Additionally, a second access road is proposed in Phase II. .

The project proposal was reviewed by the Los Angeles Community College District (serving as Lead Agency), an Initial Study was prepared, and it was determined that the Project required the preparation of an Environmental Impact Report (EIR). A Notice of Preparation (NOP) was therefore issued for the Project on January 7, 2003 to solicit comments on the proposed content of the EIR. A Public Scoping Meeting was held on January 21, 2003. At this meeting the FMP was discussed in an open house format and comments were taken on the environmental impacts of the proposed Project. However, based upon comments received on the NOP and refinements to the FMP, the Lead Agency prepared and circulated a new NOP on February 18, 2003. Another Public Scoping Meeting was held on March 5, 2003. Both NOPs were circulated for a period of at least 30 days. All comments received on the NOPs relating to the EIR were reviewed and incorporated to the extent relevant and feasible in this EIR.

This Draft EIR will be circulated for a period of 60 days, from July 23, 2003 to September 22, 2003.

Hardcopies of the Draft Environmental Impact Report (DEIR) or the appendices referenced in the DEIR, are available for review at the West Los Angeles College Campus Library located at 9000 Overland Avenue, Culver City. They are also available at the Culver City Julian Dixon Library located at 4975 Overland Avenue, Culver City.
